The short answer is that the ECB want games played at bigger grounds a la Oz in the belief that they'll get bigger crowds a la Oz.
5000 at the ECG or 5000 at Worcester doesn't cut it for the ECB.
well the ECB better start with a mass migration scheme to shift 90% of the population of this country to 8/10 cities, then initiate a global climate control network in order to ensure that nearly all T20 cricket is played on dry, warm evenings and finally, and most difficult of all, brain wash the population into feeling that cricket is at least as important as football so that the crowds won't be tempted to stay at home and watch a world cup match between Ivory Coast and Tuvalu.
