Yes, it will almost certainly happen. The reports say the only remaining obstacle is that the ECB need to endorse it - and they surely will. Unless there's some legal problem with the proposed deal, it would be completely contradictory for them to try to block it, given all their efforts to get more franchise involvement in the county game.
